Elections Quebec has announced that there will be new regulations for the next general elections. The Chief Electoral Officer, Pierre Reid is urging the government to adopt Bill 29.
Measures in Bill 29:
Bill 29 will make it possible for certain groups of electors to participate in postal voting. The groups that will have this access to the new measure are residents of residential and long-term care centers (CHSLD) and seniors' residences (RPA), as well as people who must stay at home due to health reasons and their respective caregivers.
Others who are eligible to vote by mail are those who are in isolation due to COVID-19 and those who are more at risk of developing complications due to COVID-19.
Why the bill needs rapid implementation:
This new voting method needs to be adopted as soon as possible because the returning officers of the 125 electoral districts will be managing this new method for the first time. They will need to know the rules to properly implement them.
Elections Quebec will also have to inform voters and RPAs and CHSLDs to make sure they also know all the rules. They must also create mail-in voting kits, print them and send them to the 125 ridings all before the start of the next general elections.
